The U.S. Supreme Court stated that Naturalization is a privilege and not a right.  See Tutun v. Naturalization is the process whereby an alien may become a US citizen.   To go through the naturalization process, the alien has to meet certain requirements.   For example, the alien generally needs to be a legal permanent resident over the age of 18 who meets various continuous residence and physical presence requirements.   Some aliens in certain circumstances may be subject to less stringent naturalization requirements.
